July 1815. Onlookers gather in rowboats in Plymouth Harbour to watch the old Bellerophon, on board which the world’s most famous captive, Napoleon, has been held since his surrender. The ex-emperor waited two weeks, without going ashore, for the British authorities to decide his fate. It was a newer ship, the HMS Northumberland, that would take Napoleon to St. Helena.
